Keelin Garvey, MD, CCHP
Medical Director, Forensic Psychiatry
Keelin Garvey, MD, CCHP has joined InnovaTel as the Director of Forensic Psychiatry. Dr. Garvey is a graduate of the University of Massachusetts Medical School. She completed her general psychiatry residency at Brown University and her forensic psychiatry fellowship at the University of California, Davis. Dr. Garvey is board-certified by the ABPN in general adult psychiatry and forensic psychiatry.
Dr. Garvey has worked in correctional settings for almost ten years, serving as the Chief Psychiatrist for the Massachusetts prison system prior to joining InnovaTel. She has presented nationally on correctional healthcare topics, at the National Commission on Correctional Health Care and the American Academy of Psychiatry and the Law. She has also published on the topic of risk assessment and authored a chapter on psychotherapy in correctional settings in a correctional psychiatry textbook.
Dr. Garvey’s expertise includes the evaluation and management of suicide risk in a correctional setting and the treatment of gender dysphoria among incarcerated individuals, and she provides consultation on diagnostic clarification and appropriate levels of care within the correctional setting.

We are familiar with the challenges many communities face in finding psychiatric care, which is often more difficult for recently-released inmates and detainees. In partnership with reentry programs and primary care clinics in your area, our psychiatrists can continue to provide psychiatric services to inmates and detainees who are released into programs or the community. Telepsychiatry provides the perfect modality for maintaining continuity of care across many settings, providing consistency to newly-released individuals at a time when they need it most.
Rikers Island Visit
On September 29th, our forensic director Dr. Keelin Garvey joined June Binney and several other correctional representatives from Massachusetts for a tour of Rikers Island’s mental health programs. Ms. Binney is the Director of Criminal Justice Diversion for NAMI Mass, and serves on the NYC Department of Correction’s Crisis Intervention Team advisory board. Dr. Garvey and the Massachusetts group visited Rikers Island’s specialized mental health units and observed their extremely innovative, collaborative CIT program designed to train correctional officers and mental health clinicians to respond to inmates in crisis. Rikers Island’s CIT program involves talented actors from the Screen Actors Guild playing inmates in mental health crisis, allowing staff to learn and practice effective de-escalation and crisis intervention strategies in a real-life setting. It was truly an educational and inspiring trip!
