Jonathan has been employed in the behavioral healthcare field for over 30 years. His career began at Hamot Institute for Behavioral Health where he was initially employed in the emergency department providing initial evaluations for patients presenting in the emergency room. During his tenure at Hamot IBH he worked in many departments including emergency/ crisis intervention, outpatient therapy, Director of the Diagnostic and Evaluation Center(DEC) and the Director of the Adult Division, including inpatient behavioral health, substance abuse and geriatric units, outpatient services and the partial hospitalization programs. In addition, Mr. Evans served on the trauma rehabilitation team.
Jonathan left Hamot IBH in 1993 to become the founding President and CEO of Safe Harbor Behavioral Health. Safe Harbor was established to provide intensive outpatient services to patients with serious mental illness and to provide 24 hour a day crisis intervention services to anyone in Erie County.More
Jonathan initiated a telepsychiatry program at Safe Harbor Behavioral Health 7 years ago through a SAMSHA Grant, successfully enhancing access to care in the outpatient clinic. Recently, Safe Harbor launched SafeLine, a 24-hour a day line dedicated to children and adolescents who are being bullied. Safe Harbor’s annual operating budget has grown from the initial $300,000 to over $ 12 million. It provides outpatient services to approximately 7000 individuals and employs over 250 full and part-time staff.
Jonathan has presented at a number of national conferences on behavioral healthcare including Open Minds Performance Institute, The National council on Behavioral health Care and the Pennsylvania Community Providers Association on topics ranging from productivity contracting for clinicians, strategic planning and telepsychiatry.
He was also the founding Board Chairman of Presque Isle Psychiatric Associates, a non-profit organization that provides psychiatric coverage for hospitals and community based providers. In addition, Jonathan serves on many Boards including:

He received his Bachelors Degree in Psychology and his Masters Degree in Clinical Psychology from Edinboro University of Pennsylvania.
Vice President of Clinical Operations, Founding Partner
Lee has successfully served in a variety of psychiatric nursing and healthcare administrative roles over the years. Her career began at Hamot Institute for Behavioral Health in a 30-bed Adult inpatient unit, serving in many capacities as a charge nurse and emergency assessment nurse. She has participated in a number of hospital committees focused on the enhancement of patient care. She was subsequently named to the Institute's Diagnostic and Evaluation Center team, providing initial behavioral health evaluations for patients on a scheduled and emergency basis.
In 1993, Lee became one the founding administrators of Safe Harbor Behavioral Health. As Clinic Director, she established protocols for the successful integration of psychiatric and nursing services in a community setting including one of the largest non- hospital based Clozaril clinics.More
She coordinated participation in research studies conducted in conjunction of the University of Pittsburgh and University Hospitals of Cleveland. In that position she managed the operations of a clinic serving over 7,000 active clients and employing five fulltime psychiatrists and five mid-level providers. She played an active role in Safe Harbor's launch and implementation of a tele-psychiatry program, successfully enhancing access to care in the outpatient clinic.
She has also received key recognition in the healthcare industry, earning the National Alliance on Mental Illness (NAMI) award for Behavioral Health Professional of the Year and the Hispanic American Council award for Community Service Award.
She received her Nursing Degree from the Villa Maria College of Nursing, Gannon University.
Robert Wilson, M.D., Ph.D
Medical Director, Founding Partner
Dr. Robert Wilson is a licensed Psychiatrist with two decades of experience working in Community Mental Health. This includes experience working in integrated care delivery teams as well as providing services to rural areas via telepsychiatry. He has a great interest in expanding the availability of psychiatric services to areas of need. He is an active member of the Pennsylvania Psychiatric Society, currently serving as President-elect.
He is a past president of the Western Chapter of the Pennsylvania Psychiatric Society. In addition, he has experience in computer software design and development, primarily in the fields of security and data analysis. Dr. Wilson earned his M.D. and Ph.D. degrees at the University of Rochester School of Medicine and Dentistry in Rochester, NY. He completed his residency in psychiatry and his Fellowship in Child and Adolescent Psychiatry at the University of Michigan. He is board-certified in both General Psychiatry and Child and Adolescent Psychiatry. He is a Fellow of the American Psychiatric Association. He is a recipient of a Service Recognition Award from NAMI of Erie County.
Liberty A. Eberly, D.O.
Physician Engagement Director, Psychiatrist, Founding Partner
Dr. Liberty Eberly is a licensed Psychiatrist practicing since 2009 in Community Mental Health. This includes experience providing telepsychiatry since 2010. She has participated in the COMPASS grant program with St. Vincent’s Hospital in Erie, PA studying the effects of a team approach (includes a Primary Care Physician, Psychiatrist and Case Manager) with patients experiencing a chronic medical condition and depression.
Dr. Eberly is very interested in the coordination of primary care and behavioral health care. She is a member of American Osteopathic Association. Dr. Eberly earned her D.O. degree at Lake Erie College of Osteopathic Medicine and completed her residency at Millcreek Community Hospital, Erie, PA. She also holds a Master's in Medical Education.
Lindsay Jeglinski, R.N.
Lindsay is a psychiatric nurse with extensive experience in direct care in large outpatient clinics. She participated in the start up of a crisis residential unit working to establish best practice nursing protocols. She also has experience in case management and behavioral health managed care settings.
As part of the Innovatel team Lindsay provides ongoing support to both partner agencies and clinicians. Lindsay’s goal is to assist partner agencies in the delivery of superior care to behavioral health consumers and maintain excellent relationships with customers and clinicians. Lindsay completed her undergraduate degree in Social Work at Edinboro University in 2004 and continued her education in pursuit of a nursing career at Mercyhurst University in 2007.
Director of Information Technology
Frank brings over 18 years of IT experience in the healthcare industry to InnovaTel Telepsychiatry. In his most recent position at UPMC Hamot, he served as the Project Leader on the site-to-site EHR implementation, where his role encompassed all aspects of the project. His duties included assessing network connectivity, workflow analysis, security administration, and training of staff and physicians.
Additionally, he served as system administrator for multiple EHR’s and other third party applications. Frank also played an integral role in the deployment of telemedicine visits across multiple specialties including thoracic surgery, podiatry, and dermatology at UPMC Hamot. He has extensive experience in security administration, interface management, network and remote connectivity solutions, mainframe programming, document distribution solutions, and application support, maintenance, and troubleshooting. Frank holds a B.S in Business Administration with a concentration in Management Information System from LeMoyne College, in Syracuse, NY.
Jessica Estes, DNP, APRN
Clinical Director of Nurse Practitioner Services
Jessica Estes is a family mental health nurse practitioner. She received her Masters of Science in Nursing from Vanderbilt University in 2004 and her Doctorate of Nursing Practice from the University of Kentucky in 2013. Her clinical capstone project was titled “Nurse Practitioner Knowledge of Urine Drug Testing.” She opened Estes Behavioral Health, LLC in October 2012 and the practice has grown to 2 nurse practitioner and 6 therapists at 2 locations.
She currently serves as the president-elect for the Kentucky Coalition of Nurse Practitioners and Nurse Midwives. She is on the Board of Commissioners for ACEN and her term expires in October 2016. She has served as an accreditation site visitor for ACEN since 2009. She currently serves on the APRN Council and Controlled Substance Formulary Development for the Kentucky Board of Nursing. She has given professional presentations for KCNPNM and the APNA conference.
Patti Bearley, D.O., J.D.
Chief Compliance Officer
Dr. Patti Bearley has experience working in the healthcare industry. She worked as a Family Medicine physician, as a Medical Director of a community health center, and as a Director of Graduate Medical Education. She has strong interests in behavioral health, telepsychiatry, and telemedicine. She believes in coordinating care between behavioral health specialists, and primary care providers and subspecialists.
Patti earned her D.O. degree from Western University of Health Sciences and completed her family medicine residency at UPMC McKeesport in McKeesport, Pennsylvania. She is Board Certified by the American Academy of Family Physicians and maintains active medical licenses in Pennsylvania and Ohio. Patti earned her law degree from the University of Dayton School of Law, and she was admitted to the practice of law in the State of Ohio.
Kelly A. Irwin, CPA
Kelly brings over 15 years of progressive accounting experience to InnovaTel Telepsychiatry. The majority of her work has been focused in the oil and gas industry, with her most recent role as the Assistant Controller of EmKey Energy, and subsequently her position as the Corporate Accounting Manager for Gas Natural Inc. In these management roles, Kelly has had the opportunity to be responsible for various complex accounting functions of both public and private companies.
At InnovaTel, Kelly is responsible for providing ongoing internal accounting support, with specialization in the financial operations, reporting and development of the department. Kelly obtained her Bachelor of Science degree in Comprehensive Business Administration from Edinboro University of Pennsylvania in 2001 and continued her accounting education at Mercyhurst University through 2008. In 2015 she had obtained licensure as a Certified Public Accountant and maintains active licensure in the state of Pennsylvania.
Samantha has over eight years of experience in and out of the healthcare industry, which encompasses administrative support and customer service. Here at InnovaTel, Samantha’s role as the Administrative Assistant is to ensure efficient operation of the office by providing support and customer service to the employees and clients of the organization.
Prior to joining the InnovaTel team, Samantha was the Executive Administrative Assistant to the President and Publisher of the Erie Times-News. Among her many responsibilities she also provided support to human resources while also supporting the Executive Team and Board Members. In earlier years, she held a position at J.H. Bennett Moving & Storage, a local agency of United Van Lines, as a relocation coordinator. She was responsible for coordinating the details of numerous physician relocations for national accounts including UPMC Hamot, St. Vincent’s Hospital and LECOM. Samantha also has past experience as a medical assistant at an UPMC Hamot primary care office.
Samantha received her Medical Assistant training in 2008 from Great Lakes Institute of Technology, and she continued her education at Mercyhurst University in 2010.
